The National Association of Republican Campaign Professionals (NARCP) is a fraternal and professional organization that provides a partisan setting to share ideas about fundraising, survey research, media and other vital parts of campaigns. The NARCP is set up as a resource for members to network, promote their businesses, keep up to date with innovations in campaign technology, stay informed of the latest attempts to regulate the industry, and to promote the standards our profession should strive to achieve.

Ed Brookover Chairman
Chairman of Greener and Hook's Political Practice, has over 25 years experience in campaign politics. He has served as the national director for campaigns for all three Republican national committees. Brookover's hands-on campaign experience in all fifty states led Roll Call, Capitol Hill's leading newspaper, to label him a "svengali" for Republican Members of Congress and candidates.

Brookover served as political director for the National Republican Congressional Committee (NRCC) from 1995 to 1999. He helped Republicans regain control of Congress and maintain its majority for the next two cycles. During his tenure at the NRCC, Brookover managed the GOP to upset victories in three key special elections.

While at the NRCC, Brookover served as the staff liaison to the Republican leadership in Congress, briefing the leaders on political activities across the country and coordinating the Republican Congressional message. Working with Michael Hook, Brookover also developed the NRCC's first-ever issue advertising campaign.

Prior to joining the NRCC, Brookover worked at both the Republican National Committee (RNC) and the National Republican Senatorial Committee (NRSC). Brookover was the political director for the NRSC during the 1988 campaign cycle. He directed NRSC activities in all 33 Senate races that year.

Brookover previously served as national field director for the Republican National Committee, serving under then RNC Political Director Bill Greener. He managed a staff of 47 with offices located all across the country.
Brookover's work has not been limited to politics in this country. He served as an advisor to the Prime Minister's election in Greece and has been sought out by conservative parties in England, Canada, Australia, Belgium, and Taiwan for his advice and counsel.

Immediately prior to joining Greener and Hook, Brookover served as Vice President of Political Affairs for Bonner & Associates. While at Bonner, Brookover developed grassroots and public relations strategies for clients such as The Business RoundTable, The U.S. Chamber of Commerce, the Information Technology Industry Council (ITIC) and the Nuclear Energy Institute.

Campaign and Elections Magazine named Brookover one of America's rising political stars. He has lectured on campaign strategies and tactics at George Washington University, American University, Lafayette University, Kent State University, the University of Toledo and George Mason University.

Jeff Larson Deputy Chair
Jeff Larson has built a paramount reputation in political management and grassroots fundraising.

Since starting as a political professional in 1982, he has worked on a number of political campaigns, mastering his experience in organizational development, grassroots fundraising and campaign mechanics.

Specifically, Jeff worked as a Campaign Manager for an incumbent Governor, State Party E.D., Regional Director of the Republican National Committee and the Presidential race of Bush 41. In addition, he has worked in a variety of positions with State Parties, campaigns and National Committee’s.

In 1999 Jeff left Strategic Telecommunications and started his own firm; Feather, Larson and Synhorst. FLS was the lead telemarketing firm for the RNC and Bush campaign in 2000 and 2004. In addition to fundraising, FLS conducts voter contact calls and again was the lead firm for both the RNC and Bush Campaign in 2000 and in 2004.

Ben Ginsberg Counsel
Benjamin L. Ginsberg represents numerous political parties, political campaigns, candidates, members of Congress and state legislatures, Governors, corporations, trade associations, vendors, donors and individuals participating in the political process.

In both the 2004 and 2000 election cycles, Mr. Ginsberg served as national counsel to the Bush-Cheney presidential campaign; he played a central role in the 2000 Florida recount. He also represents the campaigns and leadership PACs of numerous members of the Senate and House, as well as the Republican National Committee, National Republican Senatorial Committee and National Republican Congressional Committee. He serves as counsel to the Republican Governors Association and has wide experience on the state legislative level from directing Republican redistricting efforts nationwide following the 1990 Census and being actively engaged in the 2001—2002 round of redistricting.

In addition to advising on election law issues, particularly those involving federal and state campaign finance laws, ethics rules, redistricting, communications law, and election recounts and contests, Mr.Ginsberg represents clients before Congress and state legislatures.

Prior to entering law school, he spent five years as a newspaper reporter on The Boston Globe, Philadelphia Evening Bulletin, The Berkshire (Mass.) Eagle, and The Riverside (Calif.) Press-Enterprise. He has been adjunct professor of law at the Georgetown University Law Center lecturing on law and the political process.

David S. Johnson Secretary
Dave Johnson is founding partner of Conquest Communications Group, LLC and Bold Stroke Associates, Inc.. Conquest is a national political tele-contact firm with offices in Richmond, Virginia, which provides tele-contact services to Republican candidates, conservative causes and associations and non-profit organizations. Bold Stroke provides strategic consulting, message development and management services to the same community.

Prior to founding Conquest and Bold Stroke, Dave served as Executive Director of the Republican Party of Virginia for three years. During Johnson’s tenure, a Republican was elected to the Governorship for the first time in 12 years and the GOP ended its minority status in the State Senate for the first time ever.

Johnson also oversaw the production, budgeting and media relations for the two largest political conventions ﷓﷓ in terms of voting delegates ﷓﷓ in American history (15,000 delegates and guests and nearly 1,000 members of the media were credentialed in 1994).

Prior to joining RPV, Dave was with the National Republican Congressional Committee in a number of capacities for eight years. During the 1992 election cycle, he served as Political Director for the northern half of U.S. Early in the '92 cycle, Dave served as Director of Candidate Recruitment. Also at the NRCC, Johnson was a regional field representative in the Northeast ('87 ﷓ '88) and South ('89 ﷓ '90), and a Research Analyst / Earned Media Specialist in the Western states ('85 ﷓ '86).

Johnson, a graduate of the American University in Washington, DC, lives in the Varina section of Henrico County, Virginia, with his wife Jennifer and their four children. He is a member of the Vestry of Varina Episcopal Church, and has twice been elected to the position of Senior Warden. He has also twice served as the church’s delegate to the annual Virginia Diocesan Council. Johnson is a former board member and treasurer of the Anirav Swim Club and former Vice Chairman of the Board of Trustees of Good Shepherd Episcopal School. He serves on the Executive Council of the Varina Athletic Association (a Babe Ruth baseball affiliate) and as Vice President for its rookie (age 8) and minor (9/10) baseball programs. He currently coaches the JV soccer team at Seven Hills School, and has coached YMCA youth soccer and basketball.

In 2001, Dave was appointed to Virginia’s Small Business Advisory Council by then-Governor James S. Gilmore III.
Johnson is a member of the Executive Board of the National Association of Republican Campaign Professionals. He served as a Delegate to the 1996 and 2000 Republican National Conventions. He is the former Chairman of the Third Congressional District Committee of the Republican Party of Virginia.

Johnson is a native of the Virginia Peninsula, where he first got involved in Republican politics by volunteering for the congressional campaign of Paul Trible in 1976. He is a member of the Sons of the American Revolution, and a former Virginia State President and former member of the senior national board of management of the National Society, Children of the American Revolution.

Bill Lee Immediate Past Chairman
Bill Lee has been professionally involved in political efforts and campaigns for more than twenty-five years in more than half of the United States, Central America and Africa.

He is an acknowledged expert in campaign planning and strategy and has taught these and other subjects in virtually every national conservative or Republican campaign school, for a variety of professional associations and as a guest lecturer at the Harvard Institute of Politics and American University.

He was involved in several of the Reagan presidential campaigns, as well as in the presidential efforts of Jack Kemp (1988, Senior Consultant), George Bush (1992, Special Projects), Senator Phil Gramm (1996) and Senator Bob Dole (Political Director, Platform Committee). Lee has served as the general consultant for a number of successful congressional campaigns and with successful efforts for gubernatorial and senatorial seats.

Bill Lee co-founded and serves as President of Tel Opinion Research, a political and commercial survey research firm.

Lee has faced Bill Clinton in three gubernatorial contests, winning one, and is the only consultant to have ever defeated him.

His clients have included every major national Republican committee and several major professional associations and corporations.

He is one of the very few nominating convention experts, having successfully managed or consulted on conventions in New Jersey, Virginia, North Dakota, Connecticut and Colorado.

The co-founder and first Chairman of the National Association of Republican Campaign Professionals, Lee continues to build this unique professional, partisan and fraternal organization.

Lee continues to serve in the U.S. Army Special Forces as a Chief Warrant Officer in the Reserves, assigned to Special Operations Command South in Puerto Rico. He was recalled to active duty for Operation Desert Storm, serving with the Army's Special Forces Command. His background in unconventional warfare and psychological operations and knowledge of the Hispanic culture and Spanish language is frequently of use in the political arena.

Charlie Black Board Member
Mr. Black, Chairman of BKSH & Associates, is recognized as one of the nation's leading public affairs professionals.

He is best known as one of America's leading Republican political strategists. He served as senior advisor to Presidents Reagan and Bush. He also served as a principal public spokesman for President Bush in the 1992 presidential campaign. During 1990, Mr. Black served as chief spokesman for the Republican National Committee. He served on President George W. Bush's 2000 campaign as a volunteer political advisor and surrogate spokesman.

An attorney with more than twenty-five years of experience in government, public affairs and politics, Mr. Black has managed the successful elections of more than ten members of the U.S. Senate and more than a dozen Members of Congress. He acted as political consultant to U.S. Senators Jesse Helms, Robert Dole, Phil Gramm and Dave Durenberger and as political director of the Republican National Committee under Chairman Bill Brock.

Mr. Black serves as the principal legislative and public affairs advisor to several Fortune 500 companies and trade associations.

Currently, Mr. Black serves on the boards of directors of the American Conservative Union, the Fund for American Studies, the U.S. Air Force Academy Foundation and The Mills Corporation.

A native of North Carolina, Mr. Black is a member of the North Carolina Bar. He holds a Bachelor of Arts degree in Political Science from the University of Florida and a Juris Doctorate from The American University.

Joe Gaylord Board Member
Joe Gaylord is the President of Chesapeake Associates, a political consulting firm. He currently serves as a board member of The Gingrich Group. Joe was the Senior Political Advisor to former Speaker Newt Gingrich. In 1994, Gaylord was named Campaign Manager of the year by the American Association of Political Consultants, an award he shared with Gingrich for their successful campaign that captured control for the Republicans of the U.S. House of Representative for the first time in 40 years.

Joe authored the challenger candidate's handbook, Flying Upside Down.

Joe served as Executive Director of the National Republican Congressional Committee from 1982 until 1989.During his six years at the Republican National Committee, Joe developed the RNC's Campaign Management College widely regarded as the best training center for candidate and campaign staff.

In addition to working with hundreds of campaigns in the United States, Joe has consulted and trained candidates in Brazil, Chile, Norway and Russia.

Harvey Harlowe Hukari Board Member
Harvey Harlowe Hukari is an internationally recognized expert in the areas of political communications, advertising, ethnic targeting and voter contact direct mail. Combining over 25 years of experience as a journalist, political operative and independent communications consultant, Mr. Hukari has advised campaigns in 22 states and in Australia and Great Britain.

For nine years, Mr. Hukari served as the Regional Political Director for the Republican National Committee handling political operations in the Pacific rim states. During his tenure, he developed a party sponsored mail program for all 50 states in support of the Reagan/Bush 84 campaign, worked on the staff of three national conventions and created the RNC’s Master Ethnic Surname File, the largest computerized list of voter names in America categorized by ethnicity.

In 1985, he formed his own consulting firm, Political Communications, based in San Francisco. His clients have included a number of high profile Congressional campaigns including those of Patricia Saiki, the first Japanese-American Republican to represent the state of Hawaii, Ileana Ros-Lehtinen, the first Cuban-American to serve in the House, Craig Thomas, the 10,623rd white male to be elected to Congress, Senator Conrad Burns, the first Republican Senator ever reelected from Montana and Phil Crane of Illinois, formerly the senior member of the House of Representatives.

He has won a “Pollie” Award from the American Association of Political Consultants for excellence in direct mail and one of his mail pieces was displayed at the Smithsonian Museum of American History.

Prior to his career in politics, Mr. Hukari worked as a television journalist for KQED-TV, the San Francisco affiliate of the Public Broadcasting System. He holds two degrees from Stanford University, a Bachelors in Political Science and a Masters in Communications.

Eddie Mahe Board Member
Henry “Eddie” Mahe Jr. is a strategic communications consultant with extensive experience in both the political and corporate arenas based in Foley & Lardner's Washington, D.C. office. Mr. Mahe was chairman and founder of the Eddie Mahe Company, a strategic communications firm specializing in business, association and political communications.

Mr. Mahe has extensive experience in both the corporate and political arenas. In the early 1980s, he developed public marketplace campaigns for businesses translating political campaign skills for corporations facing winning or losing situations.

Mr. Mahe has worked with clients from numerous industries, including insurance, development, natural resources, transportation, utilities, and agriculture.

Mr. Mahe has served as deputy chairman of the Republican National Committee, and has consulted on numerous state and federal candidate campaigns, including those of Presidents Reagan and Bush. He also was instrumental in bringing the World Cup to the United States in 1994.

Mr. Mahe was a teaching fellow at the Institute of Politics, Kennedy School of Government at Harvard University during the fall of 1981. He is a frequent commentator on current political affairs in the national media.

A graduate of the University of Denver, Mr. Mahe was one of six alumni selected to receive the Master Scholars Recognition in 1998.

John Maxwell Board Member
John Maxwell is a lawyer and political consultant with over two decades of experience in government affairs and political organization. He is a principal in the Alexandria, Virginia based consulting firm Maxwell & Associates.

Prior to beginning his current political consulting practice he held several positions in the U.S. Congress including chief of staff to members of the United States Senate and House of Representatives. He also served as Chief Counsel to the U.S. Senate Judiciary Subcommittee on Agency Administration during Republican control of the Senate in the early 1980's.

His political consulting practice focuses on strategy development and campaign management in Congressional, U.S. Senate and Presidential races. Clients have included Senator Bob Dole, Senator Charles Grassley, former Congressman Jack Kemp and presidential candidate Steve Forbes.

He has won over 80% of the campaigns he has directed. In his home state of Iowa he has directed twenty-five contested races for a record of twenty-two wins and only three losses.

In addition to campaign consulting his political experience includes service as the executive director of two of the nation's ten largest political action committees and as Executive Director of the Republican Party of Texas. His efforts in Texas in 1984 aided in the election of a record six new Texas Republican Congressmen.

The “Strategic Message Grid” which he authored, has been taught at campaign schools for twenty years as the basic tool for campaign message development.

This combination of experience with campaigns, directing large political action committees, directing a large state political party and running Congressional offices is unique among Republican political consultants.

John Maxwell received his J.D. (law degree) from Drake University in Des Moines Iowa in 1975 and his B.A. in economics from the same university in 1972.

Ann McCord Board Member
Ann McCord is the founding principal of McCord & Company, a national communications firm specializing in the design and implementation of grassroots and voter contact programs for corporations, associations, and political organizations. The focus of her company is to assist clients in maximizing their issue advocacy and political education efforts within their membership and/or among their employees as well as with other like-minded constituencies. Her services include developing the overall strategy for a program; identifying third parties with whom to partner when appropriate; and assisting the client with the selection of the other vendors (pollsters, media producers, direct mail consultants, etc.) required to ensure successful implementation of the entire program.

Prior to starting McCord & Company, she was the Victory 2000 Director for the Republican National Committee. In this position, McCord was responsible for managing and implementing an unprecedented $32 million grassroots program to identify, persuade and turn out Republican voters.

McCord has also been involved designing and building a grassroots infrastructure for the forest and paper industry which employs approximately 1.6 million people and ranks among the top 10 manufacturing employers in 46 states.

In 1993, the National Republican Congressional Committee (NRCC) tapped McCord to serve as National Field Director. During the 1994 election cycle, she participated in top management decisions when the NRCC and RNC allocated over $10 million in cash and coordinated expenditures to over 150 campaigns. This effort resulted in the first Republican majority in the U.S. House of Representatives in 40 years. Her appointment to National Field Director followed her rise through the ranks as Midwest Field Representatives, Director of Voter Programs, Research Analyst and Field Assistant at the NRCC.

Due to her extensive background in communications and coalition building, the U.S. Census Monitoring Board recruited McCord in 1998 to conduct outreach programs on behalf of the congressionally appointed members.

A noted expert in voter contact programs, McCord has been recognized in Campaigns & Elections, the Wall Street Journal, Roll Call and Glamour magazine. She received her Bachelor of Arts in American Government from Georgetown University in 1984.

Dan Morgan Board Member
Dan Morgan, President, founded MMA after serving as Finance Director for a successful Congressional campaign in Salt Lake City. In his 20-year political career, Morgan has work on over 200 congressional, senatorial and statewide campaigns. He also served as the Finance Director for two presidential campaigns and currently serves on the Board of the National Association of Republican Campaign Professionals and traveled the country speaking to groups about fundraising. He has raised money for dozens of non-profits, corporations and associations.

A native of Sacramento, CA, he graduated from Brigham Young University with a degree in Political Science. He and his wife, Shelly, and their four children live in South Riding, VA.

Robin Roberts Board Member
Robin Roberts, co-founder and President of National Media is recognized as one of America's most experienced political/advocacy media planning and placement professional.

In addition to managing all day-to-day business operations, Robin oversees the media research and placement functions.

In 1995, he received the American Association of Political Consultant's award for "best development of new technology" for "Polaris," a proprietary system developed by National Media to monitor and quantify audience delivery of commercials in the top 100 TV markets.

In 1998 Robin was a Washington, DC finalist honored as "Entrepreneur of the Year" by Ernst & Young.
A native of South Carolina, Mr. Roberts holds a bachelor's degree in Advertising and Public Relations from the University of South Carolina, where in 2004 he was named as the year's Distinguished Alumnus of the School of Journalism and Mass Communication

David Welch Board Member

Dennis Whitfield Board Member
Dennis Whitfield brings to BKSH and Associates nearly thirty-five years experience in the business, government, and state and national political arenas.

Mr. Whitfield served in both President Ronald Reagan’s administrations, first as the Chief of Staff for the United States Trade Representative, and later as the Deputy Secretary of Labor. Mr. Whitfield was nominated to that position by President Reagan in October of 1985 and confirmed by the US Senate the following November.

In early 1989, Mr. Whitfield co-founded and was managing partner of The Brock Group, a Washington, DC based international trade and strategic communications firm. He has also served as the Senior-Vice President of the National Federation of Independent Business for media and political communications.

He created and was executive editor of “The American Political Landscape Journal,” a quarterly magazine devoted to the analysis of political trends at the state and national level.

From 1977 to 1981, Mr. Whitfield served in several capacities, including national political director, for the Republican National Committee.

Mr. Whitfield also served as special assistant to the Secretary of Agriculture and was a senior legislative assistant at the US Department of Agriculture from January of 1976 until February of 1977.

Mr. Whitfield graduated from the University of Georgia in 1972 with a degree in journalism.
